Visas for students on the waiting list for further study

For foreign students who have graduated from a Japanese university and wish to further their education at a Japanese Postgraduate University (Daigakuin).

Based on the second proposal of the Council for the Creation of the Future of Education, “Initiative for the Promotion of Study Abroad by Young People Creating the Future”, compiled on 27 April 2023, the Government supports Japanese university graduates who wish to further their education at a Japanese Postgraduate University (Daigakuin).

To this end, it has been decided to allow foreign students who have graduated from Japanese universities to stay in Japan for a certain period of time, even if their “student” (留学) visa expires, until they go on to Postgraduate University (Daigakuin).

The details of the new status of residence (visa) treatment are as follows.

Outline

Foreign students who have graduated from a Japanese university and have decided to continue their studies at a Japanese Postgraduate University (Daigakuin) are eligible for this new visa, provided that the period of stay under the current visa status of “Student” visa expires at the time of enrolment.

If the foreign student pledges to keep in touch with the Postgraduate University at regular intervals and to contact the regional immigration office without delay in the event of cancellation of admission, the change of status of residence to “Designated Activities” (Tokutei-Katsudo 特定活動) visa will be permitted.

It is possible for you to stay in Japan until you enroll in a Postgraduate University course. However, this is limited to a period not exceeding one year after university graduation.

Persons eligible for this measure:

Foreign students who have graduated from a university under the Japanese School Education Law, who are staying in Japan with the status of residence “Student” visa.

However, this does not include Short-term course (Bekka) students, auditing students, non-degree students and research students.

Foreign students who wish to stay in Japan for the purpose of waiting in Japan until they enroll in a Postgraduate University course they have decided to enter after graduation.

However, they must be within one year of graduating from university.

Please note that Japanese school students cannot apply this visa even if you will enroll the Postgraduate University (Daigakuin). This scheme is a method for the university graduation students.

Documents to be submitted;

The following documents are required to be submitted when applying for permission for change of status of residence (visa) for those on the waiting list for the Postgraduate University.

  1. Documents proving the ability to pay all expenses during the period of stay. If a person other than the applicant concerned is responsible for paying the expenses, a document proving the person’s ability to pay and a document clarifying the circumstances that led to the person paying the expenses.
  2. Diploma and certificate of graduation from the university in Japan the foreign students has attended immediately before.
  3. Documents issued by the Postgraduate University (Daigakuin) to which the applicant plans to enroll that confirms the fact that the applicant plans to enroll and the date of enrolment (e.g. letter of admission).
  4. A written pledge from (誓約書 Standard form is available.) the graduate school to which the applicant plans to enter, stating compliance with regular contact with the applicant on the waiting list for further study, etc.
